The Localism Act 2011 set out plans for referenda on elected mayors in 12 ‘core cities’ in May 2012. In December 2011, Deputy Prime Minister Nick Clegg and Minister for Cities Greg Clark announced bespoke ‘city deals’ of powers and funding for eight core cities as the means of ‘unlocking growth in cities’.
